Our 2025 safety rankings analyze FBI UCR data, combining violent crime rates and property crime rates per 100,000 residents. We only include cities with populations above 25,000 to ensure statistical reliability and consistent reporting. Each city receives a composite safety score that weights violent crime more heavily than property crime, reflecting the greater impact of violent offenses on quality of life.

These rankings should be a starting point for your research, not the final word. No single metric captures everything about how safe a city feels on the ground. Neighborhood variation, policing quality, community engagement, and economic conditions all play roles that raw numbers cannot fully convey. Top 10 Safest Cities Overview

Cities that consistently land at the top of safety rankings share common characteristics: strong local economies, well-funded public services, high median incomes, and engaged communities. Many are suburban cities adjacent to major metros, benefiting from metropolitan job markets while maintaining smaller-city governance and community cohesion.

The upper Midwest, parts of New England, and select cities in the Mountain West dominate the top rankings year after year. These regions benefit from economic stability, lower population density, and community cultures that emphasize civic participation. Cities like Carmel, Indiana; Naperville, Illinois; and Irvine, California appear consistently across multiple years of data.

Regional Patterns

The Northeast shows the widest variation, with some of the safest and least safe cities in the country within the same state. Massachusetts, for example, has both exceptionally safe suburban communities and cities that struggle with higher crime rates. The Southeast tends to have higher average crime rates but contains pockets of remarkable safety, particularly in growing suburban areas around Charlotte, Raleigh, and Nashville.

The West Coast shows a similar split. Coastal California has both some of the safest communities and some of the highest property crime rates in the nation.
